Seriously now, one of the strongest question they ask in this docu is 'What is developement? Roads and bridges?...." Perhaps it could be true anywhere, but the Karnalier have very very negative mentality. Believe me it's hard to believe or explain....I see some people complaining how foreigners are discriminated here (US, Europe, Australia), go to Karnali. Every signle moment you will be reminded that you are an outsider. It's your own country. It's wierd. Doesn't matter you are working for any government agency or I/NGOs, people have a view that you are there to leech the development budget. All the enthusiasm to play a part in the upliftment of Karnali, unfortunatetly, I have seen vanished in first few moths for the most.
I recalled during the SLC exam as the DEO and DAO employees guarded the exam center, locals tried to beat 'em up for not allowing the students to cheat...parents aside local DEO employees themselves were passing down the books inside the classrooms. And they will be the same people to complain that Karnaliers do not make to the higher positions.
They also have a mindset of impunity towards an employee if caught in bribery case, if he is a local. ''Khayo ta khayo, euta karnali basi le khayo".
I recognize this may sound little negative. And the I by no means defend that government has done the right thing...never...Neither do I say that this is the only reason. But if you go to "what is the developement', the public attitude has to be the central of the discussion even though one changes other.

Like in some European countries once the citizen is 18 or 21 years old, the men have to mandatory take 2 years army or police training. Nepal ma pani aba after 21, the educated should go to remote Nepal and teach at least for 6 months. But I don't think the government want the people to be educated. If people are too educated, they will throw away the government.

What if we create an organization that monitors and certifies volunteers who do one year teaching in remote villages. The organization could partner with other entities to provide some sort of motivation to the volunteers.

There is Teach for Nepal which started this year I guess. I am planning to apply if they open the application next year as this year I was in usa and could not apply.

eutab4, you may be right about the problems within community. There're good and bad people everywhere, and the communal feeling also everywhere. But the issue is governments apathy towards them. Sher Bahadur Deuba was from that region, but he given't a shit once he became PM except to go there to cut ribbons and give speech. I think you're talking about the likes of Sher Bahadur Deuba. The above videos show the pain the common people have to go through every day. Obviously, there's a problem within us, in our culture, and our way of thinking; it doesn't apply only to karnalians, but to all nepalese, including you and me. We are the reason that our country is in mess. We talk about big things and give good speech and suggestions; but when it comes to you and me; we have to become exceptions. Same thing is happening is in Nepal currently. Law and constitution applies only to commoners and judiciary and legislative body implements their decision only on other people, and these people are always above the law.
