On Sunday, Baburam Bhattarai of the Unified Communist Party of Nepal -- generally referred to as the Maoists -- was elected prime minister. The Maoists gave up their decade-long armed rebellion after a 2006 peace deal that Bhattarai helped negotiate. But the integration of 19,000 former fighters back into society and the details of a new constitution remain sticking points in the efforts to create permanent democratic institutions. The Maoists are also, it turns out, still considered a terrorist group by the United States.

The State Department has sent out a clarifying email on the issue in response to a question at today's press briefing:

QUESTION: With the inclusion of Maoists in the newly-formed government in Nepal, is the U.S. considering lifting the FTO designation from these Maoist groups?

ANSWER: The Communist Party of Nepal (Maoist) is not included on the Foreign Terrorist Organization list, but remains a designated Specially Designated Global Terrorist under Executive Order 13224 and is included on the Terrorism Exclusion List, pursuant to the Immigration and Nationality Act. While the Party has taken some positive steps, we continue to have areas of concern which must be addressed before the Party could be de-listed.

What does that mean exactly? According to the State Department website:

Individual aliens providing support to or associated with TEL-designated organizations may be found “inadmissable” to the U.S., i.e., such aliens may be prevented from entering the U.S. or, if already in U.S. territory, may in certain circumstances be deported.

So I'm guessing there'll be no Oval Office meet-and-greet for Bhattarai.

The Maoists are in pretty odd company on the list, which includes several obscure European leftist groups like Italy's Revolutionary Proletarian Nucleus, now-defunct rebel armies like Sierra Leone's RUF, and a Yemeni honey company once associated with Osama bin Laden.

Delisting may be a useful carrot to hold onto with regards to the Maoists, but generally speaking, it may be time for an audit of the list.

Before I write anything, let me clarify that I am not Maoist. With that being said, one of the reason why US govt still consider maoist terrorist might be because of the asylum cases that has been filed in US just for the sake of Green Card. I have seen various cases where ppl have told that they have been tortured, threatened to kill by Maoist and they even make some fake article in a fake newspaper and submit with their application hoping they will get a green card.
The only problem i have with is: we are supposed to portray the real picture of our country being an ambassador. And what we are doing: creating hypothetical cases for our personal gain. If we keep doing it, how we gonna get any foreign investment.

I second NAS. Although Dr. saap seems to have vision, he should step out of so called Maoism and show that he is a leader of Nepalese people, which I doubt to happen. Although, I wish him a very good luck, I think he would be anoother "kaan chireko jogi." He, of course, is terrorist for now. Period.

Since Obama’s election we have had several white terrorists who were motivated by racism, hatred of the government and conspiracy theories.Of the five major incidents of white terrorism, congressman Ron Paul directly influenced four of them. Paul’s promotion of conspiracies, paranoia and connections to racism has led to him being a magnet for lunatics, white supremacists and conspiracy theorists.

The first Ron Paul influenced terrorist is Richard Poplawki. Poplawski got in argument with his mother and she called the cops. When the cops arrived Poplawski was waiting for them with a bulletproof vest and shot five police officers with an AK-47, wounding two and killing three, including an African American.

Poplawski believed in the same New World order conspiracy that led to McVeigh blowing up the Alfred P. Murrah building. His paranoia was further fueled by Ron Paul’s conspiracy code words, a hatred for Jews and African Americans. His act of shooting five police officers was not an act of common criminality or plain insanity, but conspiracy driven, politically motivated terrorism.

Another Ron Paul supporter who would commit an act of terror was James Von Brunn, the man who open fired at the Holocaust museum, killing an African American security guard,  Stephen Johns. Von Brunn was part of Ron Paul meet up group and would send emails attacking the IRS and the ATF, while supporting Ron Paul. Von Brunn had previously been arrested for kidnapping members of the Federal Reserve Board, one of Ron Paul’s frequent targets. Von Brunn seemed to have a similar anti-Semitic conspiracy theory to Papalowski and believed in a Illuminati group.

Another white terrorist, who was a fan of Ron Paul ideologies, is John Patrick Bedell. Bedell drove cross country from California to Washington D.C. with two semi-automatic weapons and wounded shooting two African American guards at the Pentagon in an act of anti government rage.

Charles Dyer is a man who never committed a violent act against the government but proudly proclaimed himself a “domestic terrorist.” Dyer was instead arrested on a domestic charge for allegedly raping a 7-year-old girl. While Dyer may or may not be guilty of that charge, he was definitely guilty of possessing a grenade launcher stolen from an army base. Police also found residue that led them to believe that he had been storing explosives.
Dyer was a member of the Oathkeepers, are a paramilitary organization comprised of former and current military and law enforcement members. The SPLC has said the Oathkeepers are concerned about a coming dictatorship, concentration camps and a general New World Order. The Oathkeepers are headed by Stewart Rhodes, a former Ron Paul staffer. They have received support from Glenn Beck, Lou Dobbs and conspiracy theorist radio host, Alex Jones.

Now tell me who the [Disallowed String for - bad word] is Terrorist. Its that racist mofo Ron Paul.

There might not be any relevance with the thread but I was just jotting some stuffs which had been on my mind. Let me repeat again, I am not a maoist my self but I dont understand why US is still tagging them as a terrorist after Maoist emerged as a biggest political force in our nation. US could have said they wouldn't accept the result of the election but they said they will respect the people mandate and they tag the party with the biggest mandate as a terrorist. It just doesnot make sense to me at all. If they were gonna consider maoist as a terrorist, US should have just said we wont accpet what people decide. Same thing with NC and UML. They keep saying Maoist need to leave their arms and be a peaceful party. Why the heck did you let a party with arms to compete in the election and spent another five years whining and fussing? I may not have understood the politics properly or I might have been confused or these parties along with US are stupid.

 I agree with you Businetz,
my point was regarding the asylem cases only.
Issue with USA is maoist still carry arms and threat language which is not accepted in any democratic country. But again, there are countries like our Nepal where some called " peace process" allows them to participate in elections and still let them carrying arms. In the mean time, USA cant play any direct roles but to stay with its own foerign policy statues  which calls maoist a terroist org. Thats the way USA tried to police the world so basically its their internal issue.

P.S> i have been in the states for more than 12 yrs so asylum case malie chai lagdai na hai. But its just that if thats helping some people to migrate for better life and future, i dont see any problem with it.
