HOR declares Nepal “untouchability free” country

In yet another major announcement, the reinstated House of Representatives on Sunday unanimously endorsed a proposal to declare Nepal a country “free of untouchability and all kinds of discrimination.”

The legal and constitutional status of the proposal, however, remains unclear.

Moving a proposal of “urgent public importance,” a lawmaker of the CPN (UML), Parshuram Neghi Gurung, called on so-called dalit community—that constitutes 16 percent of the country’s 27 million population—in all processes of making new constitution and ending all sorts of discriminatory policies and practices including so-called untouchability.

The proposal calls for mobilization of special economic programme for education, health and employment for dalits and those under the absolute poverty line to their status.

The constitution of the kingdom of Nepal 1990 prohibits all types of discrimination against citizens on the basis of caste, gender or religion. But activists said a number of discriminatory provisions and laws were still in practice.

Addressing the House session on Sunday, Minister for Law, Justice and Parliamentary Affairs Narendra Bikram Nemwang said untouchability was a social crime and that the government would introduce a new bill soon to make necessary amendments in the existing Act.

Earlier, the House of Representatives has already declared Nepal a secular state and asked the government to formulate laws so as to issue citizenship certificated to children in the name of their mother. Earlier, the certificate could be issued in the name of father only.

Castism has overpowered every single Nepali no matter whether uneducated or uneducated. They are the first who raised the voice against this social cancer. There are some really disadvantaged castes like untouchables, Tharus, etc, they raise voice for them. How can this be to divide people by caste?

There are some disadvantaged ethnic groups like Rai, Limbu, Magar, Gurung, Tharu etc, Baburam and Prachanda raised voice for them. How can this be to divide people by Caste?

There are some disadvantaged reasons like Karnali and they raised voice for them. How can this be to divide people by reason?

People are indulged into unscientific so called religious practices. Baburam and Pranchanda raised voice to abandon such practices for progress. How can this be distruction of culture? Aren’t they real scientific minded leader?

Army were under a person who could misuse it (history witnessed) any time. Baburam and Prachanda raised voice against it and now Army is under the people. Aren’t they visionary leader?

Whatever SPA government is doing today all are all are the demands of Maoists. Can’t we say Baburam and Prachanda are genius?

People get killed during revolution. No society can progress without revolution. Err is human and Baburam and Prachanda can’t be exception. Thousands got killed to show path to millions, for the justice to millions. There is no point for Baburam and Prachand to regret. Most of the innocent civilians got killed by police during the Operations Romeo and Kelo Serra-2. GP Koirala who is responsible for this is now a National hero, why we blame on Prachanda and Baburam only for the innocent death?

How can, to fight for hungry stomach, be wrong? How can, to fight for miserables/pitiables, be wrong? How can, to fight for helpless, be wrong? How can, to fight for justice for powerless, be wrong?

Not only these but there are so many reasons to see them as Heroes if I see them from 0 0 angle.


I will observe them from 180 0 next time

When we got democracy in 1990 Baburam went to people with his vision. His party got less than 10 sits out of 205; even laser in the next election. He has been seen saying proudly that his party was third largest party in the cabinet; he tried through peaceful way; but it didn’t work and finally he chooses violence as a last resort. He is making fool out of people. Third largest party and less than 10 seats out of 205, how can that be a matter of pride?

Why couldn’t he convince people and got 2/3 majority in the house of representative and change everything he want? After getting majority in parliament, he should have tried for change and if king or anybody else came in the way he should have gone to people. Why couldn’t he do this? He is perfectly illogical freak and making fool out of people.

There was injustice in the society. Baburam and Prachanda used poison to eradicate the injustice. There is no poison greater than the violence. There are better ways to deal with injustice other than the violence. How can a wise man accept violence as a solution of injustice?

I strongly believe in non-violence. Nothing is stronger than the logic; if you use violence to make your point, you can not be right. Violence can be the last resort only for fools who don’t believe in the power of logic and nonviolence. Baburam and Prachanda have violence in their mind; all they can think is through violent way. A person who crosses the threshold of violence is considered psychologically disadvantaged. Baburam and Prachanda can have some psychological problem.

It’s easy to write anything on blank paper. Baburam and Prachanda wrote violence on innocent/ignorant minds. Violent generate anger; no vioelnce no anger. Anger is a great negativity and it always makes you suffer. You can not feel happy and angry at the same time. It will take generations to erase that bloody negativity. Wait people, sick society is coming, the gift of Baburam and Prachanda!

People of remote Nepal were/are ignored by governments; that was perfect injustice. Baburam and Prachanda had choice to educate them and revolt against the government non-violently. They could have done what Gandhi did and what Martin Luther did. I have seen documentary of Martin Luther. When black people came in the street, the US government ordered police to torture them. Having seen that injustice white people came to the street for the right’s of black. Quest for justice is a program which installed in the brain of every human being.

Baburam and Prachanda are psychologically sick people who filled negativity in innocent/ignorant brains. I bet we would have gotten more than what we have today if they had chosen non-violence. If they went to Rukum and Rolpa and educate people to fight against the injustice non-violently. I would have saluted them. They had choice, they didn't choose non-violence over violence. They are really sick.

I am very much concern about the people whose brain is poisoned with violence. They think violently, they believe violence can solve the problems. Baburam and Prachanda didn’t teach logic to the people, they taught violence. They didn’t teach justice, they taught revenge.


Strength of nonviolence:

Not only Gandhi and Martin Luther showed the strength of non-violence but Nepali people proved twice that the non-violence is stronger than violence. 1990’s people’s movement was also non-violent; we got democracy. 2006’s people’s movement was also non-violent, we achieved almost everything what we wanted. Think rationally, and rationally. What we got from non-violence and what we got from 10 years of violence.

I accept Maoist’s contribution in this movement; however, the success of the revolution II is the great defeat of Maoist ideology. They said violence was the last resort, but they were absolutely wrong. Ten years long bloody Maoist war killed 13,000 people with almost no achievement; miracle happened in 13 days when 13 people died. If you have wit, you can think, and conclude how can war be the last choice? Maoists leaders are making fool out of you. They had done blinder mistake and are now trying to hide it with louder voice.

After having read your posts, my conclusion is you are a man with great spiritual intelligence. Definitely you have a good philosophy to lead a life. However, your remarks on some of the political issues are somehow I think not time-appropriate and not universal. I am not much of a religious person so I dare not share any ideas on it, but I think today’s world seeks a man of intelligence and sensibility than spirituality and (I hate to say but) peace loving. Everyday, starting from the morning, you hear news of violence all over the world. CNN and BBC preach peace by saying that what the Arab terrorists are doing is violent and US and company is there in the middle-east to maintain peace while, even a dog in the street knows that they are there for oil and Israel. Now tell me who is violent, the one who preach peace or the one who is shown being violent?
Nepal became a country in 1768 AD by means of violence; Ranas got the power in 1854 AD by means of violence. These two events rooted the system of feudalism in every village and corners of Nepal that you can clearly see till today. Now tell me who taught those villagers that you can obtain power by scaring people? It was just a moment of somebody throwing a matchstick in a haystack, Maoists did it.
Imagine what US would be like if they hadn’t picked up guns to fight the Brits. Do you think that the western world would be as rich and developed had they not advanced their weapon technologies in the 17th and 18th centuries. Having said that, I didn’t mean to support their ideas at all but it is essential to mention this in order to prove that if you want to achieve what you deserve, you try to get it one way or the other. And in Nepal, Prachanda and Baburam started the fight not for competition or development and richness; they started for the right to fight.
Gandhi, :-p, is there any other example in this world left for these so called supporter of non-violence? 400 people were killed in a single day by British army on one of those non-cooperative protest launched by him. Can I not hold him responsible for the killing of those 400 people? Had he gone Subash Chandra Bose way, India would have been definitely happier today. Our society is dog-bite-dog, people have to fight for their everyday need, you fight, bI*tch, conspire to ride the ladder of success, your rights get violated everyday and you are telling people to launch a sit and protest or hunger strike program to have it back?
For me it is more important to be sensible rather than religious or spiritual and to be able to choose whether or not to use violence than go Buddha or Gandhi way. Of course religious teachings make you more sensible but sensibility is even more important because it gives you knowledge to decide the time-appropriateness of using your power.

Sahila Ji, good point! People change with time. People are getting more and more civilized as time is advancing. In ancient time there used to be war between two families. They tried to invade each other. There was a time when families bigun to live with harmony but the wars between neighboring villages started. Then the time came when villages bigun to live with harmony but war between neighboring countries started.

Now, is the time where most of the countries live with harmony. No stronger country invade the weaker one (don't argue about the foreign policies, every countries look for their interest, it's natural). Not perfectly but more or less people/countries respect each other. A weaker country like Nepal keeps it's explicit identity among it's prospective superpower gaint Neighbours. We are in civilized world. There is harmony between contries and harmony between people; such harmony has perhaps never existed in the human race.

It was the middle of the 20th century, people gave up the idea of colony. Since then half a century has passed and you are giving me 200 years old example.

I value your violent loving nature (if you have) because I strongly believe that the diversity is one of the greatest law of nature. However, how right your point of view is not a relative but absolute. Violence has its indentity there is no doubt but it must compite with non-violence to secure it's absolute position.

I am sorry I got really lost what you mean by Sensitivity ?

Why do you want to impose your thoughts?
Since you think violence can be a solution of problems, it doesn’t mean that everybody else should think that way. People are different because they think differently. Why don’t you respect it? Why do you want to impose your idea on others? I don’t like violence, why do you want to drag me on violence? Justify the compulsion of a full timer per home in remote Nepal! Imagine you live in Rukum/Rolpa, how horrifying would that be?

If I can’t think the way Baburam and Prachanda think, it doesn’t mean that I am wrong. I believe in free society. I don’t want the thought controlling society. I believe creation emerge only in free society. Baburam and Prachanda are also talk about free society, but their action don't.

21st Century :

I appreciate Mao what he did in his time. China was a complete chaos. Perhaps war was the best solution for the chaotic China. At that time Mao couldn’t have reached to people through means of communication. However, the scenario was not the same in Nepal when Maoists waged war. Country was poor but not chaotic. Unlike China, Nepal doesn’t have big landlords to be killed. There was no need for war; social reform could be done through peaceful means. We get democracy through peaceful means. We can overthrow king through peaceful mean. Why couldn’t we achieve anything logical/rational through peaceful means? Maoist war is logical only for gullible people.

War of 21st century shouldn’t be like that of Mao. It should be a war of reason and logic. There is vast network of communication. You go to people, convince people and win by wining their heart. Baburam and Prachanda started outdated war in wrong time. They must be thankful to King G because his idiotic action provided them opportunity to be positive. To me whatever achieved today is not due to Maoist war (Their peaceful involvement is appreciated)....Maoists war is a complete failure ………

Missed Opportunity
21st century is the century of global compilation. Neighboring India boomed through IT. 1% of it would be enough for our country. What a suitable business IT was for the landlocked country like us! We missed opportunity because of the violence. We don’t have enough resources, we definitely need help. Not only us, no country in the world can be self sufficient, not even US, the only superpower. Hadn’t Maoist started violence haven’t we missed the opportunity in the global business.

Killed baby democracy
We were democracy; a new born democracy. There were many problems in the country. What miracle do you expect from a 6 years old democracy? There are many examples in the world that democracies like us have progressed eventually. Why wouldn’t we? Maoists killed baby democracy for their wrong vision. I admit the bitterness of corruption in the leadership but the war as a cost is way high for it.


Human nature :
Wonderful theory of Karl Marx has been proved to be counterproductive for the human race. Diversity is in the human gene; not only in the human gene but in every single component of the cosmos. If Mr. G has $1000, he might want to save it; where as Dr. B might want to donate it, and Mr. D might want to spend it in bars. By nature people are different. You can not make them equal; they are different by nature. Another bad human nature is possessiveness. They want to possess things which contradict communism. This is the reason why communism couldn’t prevail over democracy. Why Baburam and Prachanda want to impose outdated, unproductive, non-scientific principle over Nepali?

If they want to give new idea in communism, what is the gaurentee that their new version of communism will work? Why do they want their idea to be experimented on us?

China is communism from outside but it is undisclosed capitalism from inside. China couldn’t boom until Den Xiao Pen, who opened China for free market. Why don we want to be Russia instead of USA? Why do we want to be N Koria instead of South Koria? Why don't we want to be Japan instead of China?

What is the economy plan?

Maoists said they want to be one of the parties in the multiparty democracy? If so what is their achievement? What is the contribution of 13000 lives? Whatever we achieved now we achieved through peaceful means. Where is the contribution of 13000 lives? Maoist war took away our economy, we paid them in blood. At the end we got almost everything through peaceful means. Justify this!

What are you going to give to poor people? They are expecting lands. If you are committed to Multiparty Democracy, how will you distribute lands? Let’s say somehow you decided to distribute land to have-nots. Will that be justice to distribute land only? If you distribute lands only land owners will suffer. Those who have industries, and cash will not suffer. Do you think this will be justice? To justify you have to distribute land, money, industry everything. If you do so, it will be a real communism. Do we want it?

you guys keep on whinning on violence and put your efforts to deaccelerate it, it is not going to plummet for sure. There are more violences coming over in the years to come.

Sadly it seems that we do not yet have foundation of logic, but of religion(that also misinterpreted) in our society. The people in power in our society are still stuck in 18th century. When people try to reason in nepal for justice, it will be like "kaag karaudai garcha pani sukdai jancha". Money speaks louder than reasons and logics. So what would you suggest to do in that kind of situation?

You mentioned network of communication, but how is it supposed to work when people are misinformed about the situation? The powerful ones control even the flow of right information. e.g. many villagers were unwilling to promote building of roads in their villages because the jamindars informed them that tourism (their source of income) would diminish becasue of modernization.

How can you claim Nepal doesn't have big landlords?

I loved your question. It's true whatever you have stated. It takes time to change the the and change is possible only in free society. Money is important factor of life and it is true in every society. Money determines a lot many things. But if you don't have wisdom with money you create problem for you and for the society.

A true voice is louder than a crowed. Linchlon struggled decades to make his voice heard and he was eventually heard. It was a century ago. Nepal is ahead of then America, why a true voice couldn't be heard? There is no one who speack true voice.
