Social discrimination is profound in villages where the people are familiar with each other not just by the name. People do not check their citizenship to discriminate. To the people unknown to each other one can pose to belong to be of any caste as long as ones physique doesn't lie. Discrimination at the level which can be avoided by changing surname should be and can be faught in a legal basis.
I am stilll thinking over it and can't convince myself. Isn't it like running away from the problem than solving it? Instead of allowing everyone in temple, why do we need to change people's surname first then allow? However, if this workaround is easier to implement and would not cause some other legal and social problem, we may get enough support for this proposal. Let's convince each other now.

don't people of high (sorry this is how it is termed) caste like bahun or chettri have a system of looking into gotras whicle marrying. just merely changing names will not solve the problem. well you might say who is talking about marriage.? wrong answer marriage has lot do do with socioeconomic strata. high caste are either rich or at least have access to prermium resources through relatives or contacts.

my view is Education up to 12th grade should be free and based on merit students will be awarded scholarships for college. still bahun chetri and newar will be among the ones who will get those coveted scholarships because they have more resources. so we need some kind of affirmative action to make sure the underpriviledged gets some piece of the pie.

Sunnydev and Balbhadra,

What I proposed, as I have emphasized, should be taken as complimentary to all other approaches in practice or available to do away with the casteism and discrimination. Education, laws against discrimination and affirmative actions must go together with this one.

Talking about the affirmative action, it is necessary that we should devise ways to avoid changed surname being problem to implement that. The mechanism needs to be worked out. In some situation, particularly where confidentiality is desired, this might be trickier. Thank you Balbhadraji for bringing up this issue.

मनोवैज्ञानिक तवरमा दुव्र्यवहार गर्नेलाई हाम्रो कानुनले राम्रो व्याख्या गरेको पाइँदैन्ा । त्यसका आडमा दलितहरूले पाइलापिच्छे अपमानित र दुव्र्यवहार भोग्नुपरेको छ । कोठा दिनु-लिनु नितान्त व्यक्तिगतजस्तो देखिए पनि यसले सामाजिक संरचना र मानिसको चिन्तनमा अझै परिवर्तन्ा आएको छैन्ा भन्ने उजागर गर्छ ।

लोकतान्त्रिक र समानतामूलक समाजको निर्माण गर्ने भन्न्ो पार्टी, नागरिक समाज र सरकारले मनोवैज्ञानिक रूपमा कसैले कसैलाई शोषण गर्न नसक्ने नीतिनियम बनाउनेतर्फ समयमै ध्यान दिने हो कि ? म जस्ता पीडितहरू कानुनको अभावमा त्यत्तिकै मानसिक तनावमा बसिरहनुपर्ने बाध्यता कहिलेसम्म ?

Very apt example to the discussion. Thanks for bringing it in. I am sorry to realise how our social mindset works. The hypocriticism and double standard is inherent in our society and it is not going to change overnight. Perhaps casteism is a temporary solution which might work in urban areas, but to address the crust of the problem, education should be imparted in an unjust basis.
What surprises me is when educated people in urban areas still follow those outlandish and illogical practices. Shame on us!!!

This caste system is a curse to our advancement, was it misused or distorted for the benefit of some is for rest to say..but every individual can play a role if they pledge I give a damn to anything that discriminate among humans. I for one have lot of stories dating back to 6 years old, will some day write stories like Nepeji on that topic.

Congratulations for house proclamation to all democracy loving Sajhaites. Nepe Jyu, thank you for your optimism. I was suspicious even this much would happen. At last, the country is chaning the power structure. Hope, the people will get the full advantage of it.

Today is my first celebration of victory of Jana-andolan.

Today is a historical moment of triumph of people power and hope that our politicians will not fail us.

The proclamation is people's document. Look at the words. Where did they come from ? From forums like this one, from reader's letters in national dailies and weeklies, from blogs, from streets dharnas, from restaurant talks and from homes of ordinary people, and then all that from the spirit of people's movement. GP Koirala rightly said "they were written with the blood of martyrs." They were not only written with but also created by blood, sweats and tears of millions of ordinary Nepalis.

Our politicians had been failing us. But now it's clear why they failed us. Because they did not have people power with them. They were simply powerless. Now that they have people power, they are showing their ability- courage and wisdom. Some people are still apprehensive that difficulties still lie ahead. They do. However, with sovereign people and the politicians who understand that now, the coming days will be the easiest ever in entire history of Nepal.

Now we have a kind of parliament that has answers to bloody revolution.

Now we have a kind of parliament Maoists would have been envying had they not been a part of Jana-andolan.

This is a day to celebrate. But also a day to reflect on our struggle- to take a note of what worked and what did not work, what was wasteful and what was worth. Then only will we be fully able to feel the poignancy, gravity and blessedness of the day.

I did not celebrate King's proclamation of 24th April. Today is my first celebration of the victory of Jana-andolan. Today I lift my cup to celebrate people's victory and a great future my country is moving towards.

Cheers beautiful Nepal ! Cheers courageous Nepalis !

I truly appreciate your optimism. However i am still apprehensive about the capabilities of our leaders.

I always thought that Leaders had people’s power and trust with them in JanAndolan I and they failed us miserably. With out people’s power and trust I think any JoanAndolan is not possible.

I do want to see the Nepal that you have envisioned and I pray that the leaders would do the right thing this time around.. but again my skeptic mind thinks that it is no different than giving Arthur Andersen to run a company again.

Ma Chameliji,

Thank you for your kind word. However, trust me I share your skepticism. It's only that I prefer to look at things not in absolute terms, but in terms of options, chances and probabilities. So my optimism is kinda a sum of what I could view as the options and chances we had/have and likelihood of various possibilities I best could vision.

As for our political leaders, I am not trusting them individually. It is the collective wisdom of few hundreds of them and the right condition the history has created are what I am trusting.

We are now in an interim period. So most of the things that are going to happen will be of that nature. Election of CA and disarmament of the Maoists will be two major tasks for this period. If GP Koirala did not do any stupid thing (anything against popular sentiments), this should go smoothly. Popular sentiments is for republic democracy and that's also what Maoists really believe. So they are happily going to take part in the election of CA with their weapons supervised/stored by some mediator.

Theoretically we can have a single election dual for both CA and parliament. However, that looks less likely because the issues for CA and parliament are too widely different in our case.

CA will primarily be a referendum on monarchy. Other issues are already in consensus. Maoists will accept the verdict of CA on monarchy. I am pretty sure republic will win. Even if somehow "ceremonial monarchy", which we already de facto have, wins, Maoists will accept it. Not because Prachanda has said so in his interviews, but because there has been a new development. Today's "Magna Carta" makes it unlikely for monarchy to retain significant power in future constitution. Before Jana-andolan and today's proclamation, the form of "ceremonial monarchy" we were debating was less clear and uncertain.

The election of parliament under new constitution is going to bring dramatic changes. Our voters are much more mature than before. So, unpopular politicians are not going to be elected. There will always be some exceptions. That's life. Then, one of electoral reforms in new constitution that I have seen consensus among our intellectuals is a direct election for the head of the state. That is going to bring widely respected and loved individual instead of one narrowly worshipped by party karyakarta and supporters. Candidates like GP who is worshipped by very limited people will have much less chance to win such election. This and other reforms will also make our governments more stable.

So, I see a much brighter future than we ever had before. It certainly is not darker than our past and we certainly are not missing any better options that we have now. That's reassuring enough.

त्यो परिवर्तन

२०४६ सालको आन्दोलन ऐतिहासिक र अभूतपूर्व थियो । त्योभन्दा अघि पनि धेरै आन्दोलन भए तर त्यति व्यापक जनसहभागिता थिएन । त्यो आन्दोलनपछि विभिन्न रोडम्यापबीच द्वन्द्व भयो । जनता पनि अन्तरिम सरकार बनिसकेको र संविधान आयोगको गठन पनि भइसकेको हुनाले ढुक्क देखिए ।

सुरुमा राजा आफैंले संविधान आयोग बनाए । त्यसलाई दलहरूले पनि स्वीकृति दिएकै हुन् । तर जनताले त्यसलाई अस्वीकार गर्दै अन्तरिम सरकार र दलहरूलाई घेराउ गरे । त्यसपछि संविधान निर्माण गर्न नयाँ आयोग बनेको हो । यति धेरै संघर्ष गरेर बनेको संविधान आयोगले अब भने ठीक गर्छ भनेर उनीहरू आश्वस्त भए । अहिलेको जस्तो निरन्तर सजग भएर जनताले दबाव दिइरहनुपर्छ भन्ने महसुस त्यो बेला भएको थिएन । त्यसै कारण केही आधारभूत गल्ती हुन पुगे ।

अन्तरिम सरकारको पहिलो बैठकमा नै मैले अन्तरिम संविधान बनाएर संविधानसभामा जाऔं भन्ने प्रस्ताव गर्दा कसैले पनि आवश्यक ठानेनन् । म अल्पमतमा परें । अन्तरिम सरकार कार्यकारी, व्यवस्थापकीय र न्यायपालिकासम्बन्धी तीनै अधिकार सम्पन्न शक्तिशाली भएकाले यसले गरे हुन्छ भन्ने विश्वास भयो । त्यसैले बढ्ता जोड दिनसक्ने स्थिति भएन । त्यसैमा बढ्ता जोड दिनुको अर्थ जनतामा गएर यस्तो हुनपर्नेमा यस्तो भयो भन्नुपर्ने हुन्थ्यो । वास्तवमा त्यो जनतामा गएर नभन्नु मेरो कमजोरी भयो । त्यसनिम्ति अहिले म आत्मालोचना गर्न चाहन्छु ।

अर्को चर्चित घटना भयो त्यो बेला । एउटा नक्कली संविधान जारी हुने भएपछि बाध्य भएर सडकमा जानुपर्‍यो । सरकारको मन्त्री भएर सरकारकै विरोधमा सडकमा गएको भनेर ममाथि धेरै ठूलो दाग पनि लाग्यो । तर जनताको पक्षमा म सडकमा गएको हुनाले त्यो दाग बोक्ने निर्णय गरें । भाग्यवश जनताले पनि साथ दिएका कारण त्यो संविधानको षड्यन्त्र समाप्त भयो ।

GP Koirala had been maintaining amazing degree of resilience against all kinds of pressure to defend his pro-monarchy stand until a few days ago. Koirala was for a decent and significant political role for the king. His motivation was not only NC's old principle but also palace's natural reward to it's least enemy. Palace indeed helped him by creating atmosphere to emerge as a singular leader by doing whatever it could- dumping and jailing his contenders and sending signals of objection to the leaders of other parties.

King must have a big hope from this least enemy when he surrendered to Jana-andolan. This hope shattered yesterday.

Koirala sure tried upto the point it was possible. When the situation was still confusing, he went to palace to take oath of PM and to set still a favorable condition for retaining monarchy in "constitutional" form.

When it became clear to Koirala that he will have to sacrifice himself to try to save constitutional monarchy, he gave up on the monarchy.

Koirala's co-operation to bring yesterday's HoR declaration indicates that he has decided to let monarchy be on it's own. King must be shocked to find himself dumped by GP Koirala at this point.

Another aspect of the story. It was Koirala's pro-monarchy stand so far that was making Maoist's army look indispensable to fight for "democratic republic".

Now things are little changed.

With king losing traditional legitimacy, the (R)NA will also be going less and less pro-monarchy in coming days. This will make the Maoist army less and less indispensable to pro-republic mass accordingly.

It is to be seen how things go. However, now all parties SPA, (R)NA and PLA are under constraint to take more and more popular decisions and behave nicely.

King will be a citizen after election of constituent assembly: Nepal

General Secretary of CPN-UML Madhav Kumar Nepal has said that the king will be made a citizen after the election to the constituent assembly and added that Thursday's proclamation was merely the beginning.

The UML leader further said that series of declarations were yet to be made.

Addressing a condolence meeting Friday at Nijgadh of Bara district, Nepal said the main tasks of the government were the formation of an interim government and the election to the constituent assembly.

Likewise, in a press meet at Simara airport Friday itself, the UML leader warned that those who defy the decisions made by the parliament will be left behind. He also called on the Maoists to immediately stop extortions, levying tax and abduction.

Terming a remark made by Maoist politburo member Matrika Yadav that his party should lead the interim government, Nepal said the issue of leadership of the interim government will be reached through consensus. nepalnews.com pb May 19 06

If anybody obstruct the change, he will not only be left behind but also spanked very hard. Understand this time is almighty. One who can't understand time can't fit in the world. It always has been that way. Gyane didn't understand that and threw an axe on his knee by himself. However, he seems to have become little wiser at the end. He would still be weathiest citizen of Nepal.

To provide real justice to people Gyane should be stripped off his wealth which nobody has said anything yet and which is a must thing to do. We should make him realize how it feels being a poor. Narayanhity palace was paid by Nepal government for the residence of head of the state. What's the point of keeping Gyane there as soon as he becomes citizen? Whole palace complex should be emptied out. He can go to his Nirmal Niwas and that also should be taxed fully. His business should be all taxed.

Justice should not stop there. All the crimes commited by royals in the past must be opened in the court. They should serve their due punishment. Let them feel how it is to be a normal citizen. Let's open the Gyane Bam Kanda and Parase's street killing. House proclamation has not reached this far. May be it was too much for our lawmakers yet but it won't be too much soon.
