If you received it, did you file I-821 form (TPS re-registration) along with EAD application?

I have TPS but never apply EAD before as I had OPT which is expiring soon. Last month I have submitted I-765 but I got rejected with message " the eligibility code provided on your I-765 requires proof that an I-821 has been submitted. Please resubmit your Form I-765 with a copy of your Form I-821 receipt notice (I-797)”.

Do I need to file tps re-registration form ( I -821 )?.
There is no federal not for that.

Thank you
