NCEES ko website ma nai chha ni tesko info haru, if you need to evaluate your credential. go there and check carefully, or call the ncees rep of your state to get the info and proceed with them. thats the best i would do. ncees has assigned a rep for each state, they are usually very helpful.

Better go to different state and give exam. Some states like Michigan, Arizona did't need your undergrad transcript. I don't know they still do that, better check them. Hope it helps.
