I normally use free software like VirtualDub to convert AVI (even Divx) to MPEG. Then as mentioned, use any DVD authoring tool to burn DVD. I personallly use Nero to burn DVD. Note: This is very time consuming process.

One more thing:
I use to use TMPGEnc to convert to MPEG. VirtualDub should be used if you are converting DivX AVI movies. VirtualDub will extract sound from the movie and TMPGEnc will convert Avi (with sound extracted) into MPEG.

However, with full version of newer Nero Recode, you can convert and burn any AVI to DVD very easily.
