@Spandey: Thanks for sharing your experience with ombudsman. I think I will just be wasting my time by trying to put further inquiries.
So, I think I will just have be at the mercy of USCIS and random chances now. I am little frustrated that all the numbers prior to mine have their TPS/EAD approved so early. I am not sure if USCIS officer deliberately pushed my case behind when I made an inquiry - well I am not trying to blame anyone but why are the cases from about 5 people pending and all (almost all) cases before and after that group is approved so early. Sorry, that I am trying to build my theories here but that seems to be the one way to think about my problem and pacify myself.

With the recent immigration trends building up, I now think that this new administration is going to interpret the benefits provided under TPS in a very different light. See the news that there is an effort to discredit the legality/credibility of the people who used food stamps, obamacare https://www.washingtonpost.com/blogs/plum-line/wp/2018/08/07/trump-and-stephen-miller-are-now-targeting-legal-immigrants-and-it-will-get-uglier/?noredirect=on&utm_term=.33c5abe0c4e9 It won't be a surprise to see that there will be an effort down the road to demonize/devalue the TPS beneficiaries - which might make @pyacman right in retrospect if it ever happens.

@Spandey: I think that question for bakakallu was meant for me, because I was the one to raise it. All you have to do is - go to my uscis case study check https://egov.uscis.gov/casestatus/landing.do - enter your IOE# Your status won't show any changes if there isn't any progress in your case. - enter the new IOE# by reducing and adding 1 digits from the end of your number. Here you should be able to see what happened to other cases submitted on the same date as yours. I hope it doesn't make you frustrated.
When you are done checking the IOE for other numbers please share your experience on this forum or PM me.
On the link @bakakallu suggested you will only be able to see your case updates but these might include soft updates which are not available on the link I posted.

@everestial007, Looks like how card is approved or given is completely random as you said before. I check numbers before me and after me, some are already approved and some are still pending. For example, IOExxxxxxx45/46 is my no and I checked up to 40 and 50, 43/44 already has the card while 40/41 document is received just like me. so IDK what to say or think.

@Spandey: That's what happening with USCIS. I am not sure if it is a deliberate act of randomizing things or if there is another number (not shared with us) and if the processing happens in that order. But, whatever it is it's not a first come first serve basis. I have heard that putting inquiry actually delays the case; so more desperate applicant are even more penalized - there is mixed opinion on this but USCIS officer can do anything at will. Also there is no way you can argue that other cases before you are approved but not yours, as they will have the chance to counter you by saying that your have been stalking or breaching someone's privacy. Also, I have to assure that two cases with consecutive number are actually received and sent receipt on the same day - I know this because you can add other IOE number in your profile and see the soft updates too. Lol. I am not sure if USCIS know this but this hack really seems to work to check what is happening to other cases around you. So, we are at the mercy of random chances here - definitely no first come first serve basis.

@everestial007 bro, I understand your frustration. The USCIS works on in its on way. When I applied for the first time, it took around 2.5 months and during first renewal, I got my TPS and EAD after 26 days of filing and this time it took around 2 months to get both. In my understanding,case processing influences into two parts. No one- the officer who is working on your case that how speedily he or she works on the standard time frame. No two- security or background clearance. Normally both take significant amount of time. Some people get cleared so fast then the applicants applied too earlier for the benefit. In result, you might fall back than others. Last year I applied for travel document and I got receipt letter in a week. My other friend got their documents after 2 months while I had to wait for 5 months with no updates in spite of many phone calls and expedite request. Finally I had to go the field office to get the urgent one to travel.

@Glamor: thanks for the update. Expediting request doesn't help in this current administration situation - this has been an experience by many others recently. Was going to the field office of any help at all??

In my case, going to the field office helped me a lot. Actually I was suggested by the USCIS supervisor (from the call center) to visit field office as my case has been pending long than a normal time. Normally USCIS field office entertains your case if it has been delayed a way long than it's normal processing time or in extreme urgent situation. In both cases you have to present some evidences. The field officers pull out your case in front of you and talk with the officer at the respective service center, so they can give you specific information. The officers at the USCIS field office were so nice, professional and willing to help people. I got my AP document within couple of hours. Now in your case, requesting expediting process won't work until it shall pass 90 days. And of course, current administration is taking more scrutiny in each case. You do not have other option besides to wait..Good luck

@Gmajor, Thank you for sharing your exp. I have few questions for you if you don't mind sharing the info. 1. You went to filed office for urgent AP after 5 months of wait, right. Do u happen to know if we can apply for AP and then go to the field office for urgent cases like within less than 90 days cases? What kind of document did you show to explain your urgency? 2. How many times have you travel with your AP? 3. I want to apply for AP, never done it before and my TPS/EAD renewal is pending right now for about two months. Is it good idea to submit AP now or wait until get the renewed documents? Thanks!

@ds46180 : wonderful that your application ead approved in less than 30 days. I am not sure kun khadus sanga mero application pareko cha. After 3 terms of TPS application and 7 years in USA as F1 student I think this delay has less to do with background check but more to do with the khadus handling my case.

TPS and EAD was received by Chicago center on 07/16. Both were approved as of Yesterday 08/08. TPS - Approved, EAD -Card production. Waiting for the mail man now. -Thank you & Good Luck!

@everestial007, I got an interesting finding today, thought to share. If you send your inquiry using "myuscis" login, they will reply to back instantly. I have never seen USCIS responding within couple of hour and give u complete detail. Other day, I had question on changing my status from TPS to F2 and what would be better option to go about. I send inquiry request around 1:00 PM and got call at 4:00 PM. They tell u what would be the best thing to go about. I think if u tell your situation and your job pending on card, I think they will help you. you wont know until you give it a shot! Good luck!

@Spandey808: thanks for the update. I knew that I could write to them, but had hesitated - reason being that responses from USCIS officer really depends on that officer. Looks like you had a good response. I tried to stay optimistic and just wrote a brief message explaining my situation. Hope I will hear from them in couple of hours, if not I am going to call today. Today is the 77th day and it's frustrating not to see even small changes in the application. On the side note: My wife's situation is similar (trying to transition from TPS to F2), I am in full F1 though. Our document was accepted 33 days ago.
