One of the main tussle between the late King Birendra and Indian Prime Minister Rajiv Gandhi were related to the water projects in Nepal.
India demanded that Indian companies given the first priority to any hydro and electricity related projects in Nepal but the then Govt refused to do so. Now after the LOKTANTRA, India holds keys on every political party to implement its interest and do as it wishes.
It is believed that in a decade, India will face severe water and power crisis/shortage and one of the ways to solve problem are utilization of Nepalese land and supply water and electricity to India.

GMR lands 300 MW Upper Karnali

KATHMANDU, Jan 25 - After five successive days of negotiations, the government decided late Thursday to award the 300 MW Upper Karnali project to India's GMR Energy Ltd.
The Ministry of Water Resources (MoWR) signed a Memorandum of Understanding (MoU) with a GMR team led by its Senior Vice President Avinash Shah Thursday evening, according to Anup Kumar Upadhyay, joint secretary at MoWR.
The decision was taken after GMR agreed to increase its free energy offer to Nepal from 7.5 percent to 12 percent (36 MW), said Upadhyay, who participated in the negotiations.
However, GMR's free equity offer has been dropped from 33 percent to 27 percent to compensate for the increase in the free energy component. GMR will also pay export tax and royalties to Nepal according to existing legal provisions, said Upadhyay.
"We signed an MoU incorporating these agreements," said Upadhyaya, who is a member of the team formed by the cabinet on December 30 to renegotiate the Upper Karnali and 402 MW Arun III projects with prospective developers.
The cabinet had directed the team to renegotiate the projects, with free energy as the highest priority for Nepal. The cabinet set 12 percent free energy from the Upper Karnali and 21.9 percent (88 MW) free energy from the 402 MW Arun III as base benefits for Nepal.
The cabinet had also directed the team to start negotiations with developers in the order of the ranking prepared last year by a taskforce led by former secretary Bhanu Prasad Acharya.
GMR was ranked as the company with the best proposals for both projects from among the 14 companies interested in Upper Karnali and nine companies interest in Arun III. Since GMR is getting the Upper Karnali, the team will now negotiate Arun III with the second ranked developer, India's Sutlej Jal Vidhyut Nigam. The cabinet had also directed the team to award only one project to one developer.
"We have invited Sutlej for negotiations on February 3," Upadhyay said.
GMR will have to pay the government Rs 100,000 per MW for project survey, and Rs 500,000 per MW in bank deposit before starting project construction.
Upper Karnali as well as Arun III are being developed to export power to India.
Though the Acharya taskforce had recommended that both projects be awarded to GMR, parliament's Natural Resources and Means Committee later directed the government to review the recommendation making free energy as the topmost priority.
GMR has set a target of 2.5 years for preparatory work on the project, and 4.5 years for construction.

Nepal is not a country any more cause this Nepal Govt. is established by India.So ,i don't think we have any rights to complain. Didn't Nepalese know this ? I hear politicians saying Nepalese are smart ..Are they really? Just look at the other video how new generation nepalese plan to make new Nepal. - dumping trash on streets.. Is there any hope now?????

We don't care how poor our country is, and we don't care how badly we need electricity but we should not let India to invest on water related projects in Nepal because we hate Indians and we think they suck our blood.

I have no problem India investing in Nepalese hydro and power projects but Indians have manipulated Nepalese politicians in such a way that there will be no other investors in Nepal's hydroelectricity projects apart from Indian companies. This will mostly benefit the Indians than Nepalese.
I hope I am wrong....

As far as i know they awarded this project to dhoti company without bidding it.. So it is a dhotis monopoly game because our so called neta's are under their RAW agent, those MF neta's do not have F guts to stand and argue with them. Sad for our motherlad. Bichara mero dharti aama sabaile chusera sakaune bhaye..

WHY? 12% not 21.9% Upper Karnali as well as Arun III are being developed to export power to India.
Hey why not a project for Nepal not to export to India.If Indians can pay so Nepalese can.Nepalese will pay for electricity or may be why not Nepal sell energy to India??

Guys, 10 years have passed since World Bank withdrew from Arun III project. The result is that Nepal is still struggling to cope up with increasing electricity demand. Lets assume Nepal rolls back its decision from awarding this project to Indian company. Who will come forward to build this project ? how long nepal has to wait for someone to come forward? Does Nepal have enough money to build by its own ? Don't you think other international companies don't have their own vested interest ?
At least from this project nepal is getting 12% free energy and 27% free share and other benefits.
Do you guys really think that Chinese or american company or say Nepalese comapany would have given better deal than this ? Have you aleardy forgotten Khimti prject , Mid marsayngdi project ???

I don't understand the intent of Harka Bahadur, but we should really try to make Nepal another Bhutan. If India and China have enough capital to invest, we should not really go far away to find investors in order to harness the hydropower for the development of Nepal. Burnt tires in the streets can give no more power. No matter how loudly and strongly we chant slogans in the streets, we have problem of food, clothes and shelter. This is the hard reality. If we really want to come out of the poverty loop, we have to do something beyond our traditional thougthts.
India has financed Chunkha Hydropower (336MW) & Tala Hydropwer (~1020 MW) in Bhutan. Similarly, Mangdechhu Hydropower ~ 360 MW (feasibility study by Norway), Panasangchhu Hydrower ~ 900 MW (feasibility study by Japan) are on the way. Per capita income of Bhutan is around ~$ 875 (even higher than India) via-a-vis ~$300 of Nepal. There is no one below poverty line (compared to 42%) as per world bank report .
Let's not talk about politics, disgusting monarchist, as we had before.

Why do we have to depend on other people, to build those power plants? as far as i know, i do not have the statistics, there are many small hydro power project being run by our own Nepali experts. We do have the brain, technical power and investor to do the job, we do not have to depend on other. There are lots of big company's in Nepal who can do the job given to them. Let us try ourself. We can always buy technology from other people. Lot of people have gone to foreign soil to study, work in hydropower projects. We can bring to our country to do the job, we might as well use their job experience and brain.
Here i am not trying to be superior to others. We are too much dependent on others. Lots of hydropower work undertaken by Nepali experts are running so nice in Nepal. Well by saying next Bhutan= Nepal, i am not against the idea of other people coming to Nepal and doing job for us. Look at the Norweigein and Italians job, after completion they have sold power to India. Look at the UN looting our country.
Foreign investor sabai usttai hun no matter they are chinese, norwaygian, italian, indian. Let us give a try to develop our country by our own experts.

There are few concerns on this deal:
1. CopiCAT and like him others: Raising issues against a project, you should not try to stamp them as Royalists, and you don't need to support this deal just because you are a die hard Republican. You are obsessed with Republican Agenda.
2. This is a transition time. Interim government does not have any legitimate mandate to offer such a national interest project in this crucial period.
3. Did you technical and legal biz people in Nepal read the contract carefully? Remember how the Marsyngdi Project screwed up Nepal government for each blackout day in Nepal as compensation to them. How many corporate lawyers do we have? Did our lawyers checked each wording? So that we can stand by with contract on our side, or it is crafted in such a way that by the end of construction, Nepalis have to pay the compensation more than the free power you will get in next 100 years of project life time.
4. What happens if the dam breaks in the event of Earthquake, and down stream side people die ? Both Nepalis and Indians?
5. In the break of the power for some reason, who pays compensation to the industries whose productions are influenced by such power breakage?
6. What are conditions for contract cancellations or transferring of the contract to second party, in case the current contractor fails to perform on time? or it passes through financial troubles as it happened in Enron.
7. After the end of contract period, will the project belong to Nepal, or it will be dismantled and left as it is now?
