This present message says nothing about constituent assembly. Sounding like just the revival of the parliament....NEPALI JANATA SHOULD NOT AGREE TO THIS!!!!! I STRONGLY WANT THE ANDOLAN TO GO FULL FLEDGE AT THIS TIME>>>KHABARDAR ANOTHER DARBARI SADAYANTRA.

IN Nepali consitution of 1990 majesty word is there 225 times....How could janata approve this constitution..,...????

Yes, aandolan should move forward unless Gyanendra accepts constituent assembly elections and lets go the army from his control. People should decide his fate now.

I haven't been able to watch the telecast but I just read the excerpts on Kantipur, BBC and CNN and the thing that struck me is, unlike 1990, he seems to have taken this decision on his own without consulting the political parties. This is a huge gamble, in my opinion, on the part of the King and does not help build trust between the King and the parties. Without such trust it is hard to see how this move by the King can result in peace and reconciliation.

Waiting for reaction from the parties.

I have now heard the full speech. A couple of more observations:

- He still took the opportunity to justify his Feb 1 move and did not explicitly express regret for it. If his intent was to reconcile, doing so would have been helpful.

- The parties have demanded the restoration of parliament as a precondition to talking with the King. There was no mention of it.

- Unless the parties bow to international pressure and patch up with the King it looks like this speech might not be sufficient to stop the movement and we may be in for more protests.

- The ball is somewhat in the court of the parties now : reject the Kings offer and press him further or start a process of reconciliation

- I was curious about what Article 35 says and was able to find this about it:

35. Executive Power:
(1) The executive power of the Kingdom of Nepal shall, pursuant to this Constitution and other laws, be vested in His Majesty and the Council of Ministers.

(2) Except as otherwise expressly provided as to be exercised exclusively by His Majesty or at His discretion or on the recommendation of any institution or official, the powers of His Majesty under this Constitution shall be exercised upon the recommendation and advice and with the consent of the Council of Ministers. Such recommendation, advice and consent shall be submitted through the Prime Minister.

(3) The responsibility of issuing general directives, controlling and regulating the administration of the Kingdom of Nepal shall, subject to this Constitution and other laws, lie in the Council of Ministers.

(4) Except in so far as any action is to be taken in the name of His Majesty pursuant to this Constitution and other laws, all other executive actions shall be expressed to be taken in the name of His Majesty's Government.

(5) Any decision, order or implementation warrant to be issued in the name of His Majesty pursuant to this Constitution and other laws shall be authenticated in such manner as may be set forth in rules made by His Majesty at His discretion. All other decisions, orders and implementation warrants to be issued in the name of the Council of Ministers pursuant to clause (4) above shall be authenticated in such manner as may be set forth in rules approved by His Majesty.

(6) No question shall be raised in any court as to whether or not any recommendation or advice has been given to His Majesty pursuant to this Constitution by the Council of Ministers or any other institution or official, nor shall any question be raised in any court about what recommendation or advice has been given.

The latest address from KG adds nothing new---it's the same old farce of having a puppet prime minister--are the leaders going to be equally stupid and start fighting amongst themselves?..I hope not...if they do maybe this needs to become a two prong Andolan..on the one had keep the demands for Constituent assembly alive and on the other bring these "leaders" without brains and only hopes for the chair to task...

nothing less than constitutent assembly should be agreed upon.

Yes, this appears to be too little too late. A reasonable thing for him to do might have been to restore parliament as the "entry point" and allow constituent assembly as the "exit point" of the reconciliation process.

This is increasingly looking like another self-destructive move.
