There are around 60 Neplese at Lubbock, TX, among them around 15 are students. Most of the students have funding (TA or RA) and they don't work off-campus. Some of students work on-campus as well as off-campus.
Regarding apartments, you'll get apartments within 15-20 min. of walking distance and  Texas Tech also  have university bus service running through different routes.
I don't have much more idea about off-campus working but what I think that you'll have possibility of getting off-campus job but you must have a vehicle for that.
