Deep- I disagree with you that King is afraid. If so, King would have never take so much of risk to challange maoists and political parties together in two front. He is taking such risk for the benefit of people to bring peace and stability. Your poem is completely irrelevant in the Nepalese context. While you smoking your Chilim, you must review your poem and compare with the ground reality. Constitution of Nepal 2047 never gave King so much of power, it is the ineptness of political parties to run the country that finally they surrendered all power to the King. I don't subscribe to your position on the King (i.e. the King has taken risk for the benefit of general Nepali people). I don't think he (king) has taken any risk. He is neither fighting
with Maoists nor with political parties. He is fighting to make his ego victorious. He will back down but will never abdicate the crown, if things turn ugly. Mark my word. I don't glorify the risk he has taken to glorify his personal victory.

Yes, unconstitutionally. Lousy political leadership certainly encouraged the king to go on
unconsitutional road but the political leadership itself did not have any power to surrender to the King. They could not have surrendered something they did not have.

Yes, so called political leaderships proved to us that they're quite corrupt and inept in running the nation but that ineptness of the corrupt leaderships should not be an excuse for the King to consolidate his position. I also enjoy healthy discussion. I have some of the answers to your questions which are my personal opinion:

You can not see the current sitaution in Nepal in the perspective of Magh 19. You have to analyze from the time Mr. Deuba disolve the parliament. various alternates excercised, five parties failed to give consensus leader to lead the government, and even Deuba suggested to use artcle 127, which is there to use for "Badha Adchan Fukauna". Since, reinstatement of parliament is rejected by the Supreme Court, no election could be held by successive governments including the one leected government, then constitutionally King took the initiative to use article 127.

Hence the answer is - under the constitution of Nepal 2047 - article 127.

You are right, as long as elected government is in power then King is virtually power less. But, when there is no parliament, no elected government, no possibility of conducting election - then what do you think would have been best option? Remeber various option and political excercise that took place ever since Deuba disolved the parliament. Constitution of Nepal gave power to King to make arrangement in Royal affairs only. He even can not mobilize the RNA on his own.

Had his action was considered unconstitutional then why the hell ex-CJ Bishwanath budha instead of challanging, not speaking any thing against it and enjoying to smoke Chilim with Jeera dai? He is the one who led a team who drafted the constitution. There is no action from any side to counter the King's action by constitutional means, because they know article 127 is flexible when there is no parliament or elected government. Do you know why Girija and parties are demanding reinstatement of parliament? They know without parliament they can not fight constitutionally? But they also know that constitutionally reinstatement of parliament is virtaully impossible, that is why they are on the street. Because NC, with the help of Bishwanath, humiliated UML in the past and set a precedence that it is prerogetive right of PM who enjoys majority in the house to disolve the parliament which can not be reversed. Again, I am not a constitution expert but what I am telling is from my layman's knowledge.

Regarding your saying, "Maoists needs to be heard" - how? why? The previous barta Toli had fulfilled their many demands but they were very rigid in their part. If you think government should surrender to them by fufilling all their demands then there is a reason to believe that you are with whom? Otherwise Maoists needs to be flexible enough to compromise for the benefit of people and country. They should be generous enough not to get only but to give also.
