might be his own personal definition but should have been explained in the article. They all mean the same in nepali-english-nepali.

It's a country until now ( India wants it to be it's  territory) all the so called leaders love to be the official head by hook or crook, no intention to fix the problems rather creating new and it will have cumulative negative effect in future.
