APF men turn on officers at Bageshwori camp

Kantipur Report

KATHMANDU, June 22 - Armed Police Force (APF) personnel of the Bageshwori police battalion at Sumshergunj in Banke district Sunday refused to release their superior officers who they beat up and took hostage late on Saturday.

The disgruntled policemen said seventeen officers are in their captivity including three Deputy Superintendents of Police.

Around 200 APF personnel took control of the battalion on Saturday night accusing the officers of not giving them decent food and bad conduct.

The agitating APF men also sent back the APF Deputy Inspector General (DIG) Raj Kumar Rana, who came from Surkhet to negotiate with them.

Over a dozen police officers including the station chief Superintendent of Police (SP) Hari Shankar Budathoki were thrashed by the police constables.

Injured Budathoki has been brought to the capital for treatment.

Locals said that the agitating group also beat up and misbehaved with the nearby villagers.

“They thrashed us and some of the villagers are still missing,” said a local resident.

The disgruntled policemen said they are protesting against the massive corruption inside the camp and will only negotiate with the Home Ministry.

Did Yadav's action serve as an impetus for these Policemen?

I hope this is not a beginning of a civil war. The country is divided. We have multiple armed force and I fear these kinds of incident may spread to other areas like a wild fire. The public has given their opinion in the election that they will support the one with arms. The victory of Maoist has been wrongly perceived as a victory of arms but not victory against furthur fights. People voted to maoist hoping they will be in power as such there will not be fight on street but the victory has been taken as a victory of their autrocities. There is no government in the country. Congress is trying their best to preserve their power, no body knows if UML or Maoist is in the government or out of it, no body cares about other fringe parties. The country men are busy with searching and preserving rice, edible oil,  kerocene, petrol and cooking gas. There are no books to keep the students of the street. Explaining it simply, the situation is chaos and tense.

Junior officials at Nepalgunj police battalion hold their commanders hostage at gunpoint

In what looked like a mutiny, junior officials at a police battalion in Nepalgunj, Banke district, have held their commanders hostage at gunpoint on Saturday.

Reports said at least six gunshots were heard around 12:30 pm inside the riot police battalion located near Pushpalal Chowk. It was not immediately clear if there was any violence during the siege, as nobody was allowed to go inside.

A huge crowd of local residents and media persons had formed outside the police office after gunshots were heard inside.

The police jawans are said to have resorted to this action complaining of ill-treatment by the senior officials, and poor quality of ration, among others. However, this is yet to be corroborated independently.

A report quoting a sub-inspector said that the head of the battalion, SSP Parashuram Khatri, and few other officers have been taken under control at the fitness centre.

Three civilians, who were inside the fitness centre when the siege began, were set free a few hours later.

A team of Armed Police Force (APF) had tried to go inside to control the situation, but was forced to back off.

In a similar incident a few weeks earlier, junior officials at the APF battalion in Shumshergunj had 'revolted' against their commanders. Some senior officers were injured in that incident. nepalnews.com mk July 12 08

Nepalgunj panic-stricken following police firing

Kantipur Report

NEPALGUNJ, July 12 - Nepalgunj area in Banke district was panic-stricken on Saturday following firing near the office of the Riot Control Team of the Nepal Police.

According to initial reports, the firing had taken place last night and this morning at around 10 following a dispute between police personnel.

Initial reports have said, several senior police officials including Police chief for Bheri zone SSP Parshuram Khatri, Police chief for Banke district SP Ghanashyam Bhatta, Riot Police Team chief SP Akhtar Alim Ansari and chief of Mid-Western region Police Training Centre-Nepalgunj SP Sudip Acharya have been held hostage inside the office.

The senior police officials had apparently reached the Riot Control Team office for morning exercise.

Some of the police officials have reportedly been assaulted.

The general public and journalists have been restricted to outside the Riot Control Team Office.

Police personnel Dhan Bahadur Bika, who claims to be leading the agitation within the Riot Control Team office based at Nepagunj, said that the senior officials have been held hostage on charges of corruption and misuse of property within the office including lack of decent food.

He informed that they will be held captive under their demands are met.

Some four civilians were also detained while the senior officials were being held hostage. The civilians have been released, Bika informed.

The agitating policemen have also called for a doctor.

They said action will be taken against the detained senior officials, who they claimed were also intoxicated, after a medical check-up.

Today’s incident has also the signs of turning into a similar standoff like the one by the Armed Police Force’s (APF) Bageshwori Battalion triggered by rations and financial irregularities.
